The short answer is yes; however, in many organizations Training resides with Development. Planning and Development are the long range efforts aimed at ensuring the organization will have the necessary skill sets in place to successfully execute the business plan. It is generally more effective and economical to develop those skill sets within the organization, but the objective of Planning & Development is to ensure appropriate people are recruited, if it is determined to be unlikely to have developed the skills from within when they are needed. Training is typically short term focused. It is the process in which critical skills are taught to existing employees so they are able to successfully carry out their current responsibilities.
