If this multi-update results in a few minutes of work, you will see timeouts on your client and random messages in the log, but there's no way to know the process until it's done.

I am of the opinion that, the value it is loosing applies to small scale performance and tunning. No brainers and low hanging fruit are already automated by Cloud PaaS. They even recommend you action plans based on your queries (Azure, Oracle Cloud control 12, at least that I know of).

In order to understand, you need to use the various monitoring and reporting tools that you have available in order to arrive at a root cause. That will then inform you what you need to do in order to improve performance.

Don't make your database compete with other processes for resources. Memory and CPU specially should be dedicated in the server so that the DB can use them. Depending on the type of database, you might want more or less RAM.
