At 55 employees is my company too small to hire a Human Resources (HR) manager?

In my opinion Payroll is NOT an HR function but belongs to accounting. You can outsource payroll as well but it is not an HR function.

There are companies who will handle all your HR needs until the company grows large enough to have a full time HR function.

So I am talking about recruitment, policies, salary administration, health benefits (which some people see as another accounting function) and terminations and disciplinary actions.
